Mythic's relic changes actually work!

Before 1.71, Albion had 74 of 96 relics and and [b]all 6 relics [/b]on 10 servers. Now(sept 4) Albion has all 6 relics on ZERO servers and Albion's relic count has decreased from 74 to 39. Mids increased to 23 and Hibernia to 34.
