Improved Taunt - 2/2 points

Here is what I think is a pretty balanced warrior build. From what I am reading the 12 points in the protection line is the bare minimum you need to tank the higher level instances. Unbridled Wrath in the Fury line is awesome for building rage in any stance.

This build does not include Mortal Strike simply because in order to tank effectively you need to use 1hand/shield. Now you could drop Unbridled Wrath and use those 5 points for MS but you would be loosing ALOT of rage buildup, which you need for tanking.

I ended up with a similar template, although I didn't put any points into improved blocking or improved parry.

Arms Talents (25 points)

Improved Heroic Strike - 3/3 points
Reduces the cost of your Heroic Strike ability by 3 rage points.

Improved Rend - 3/3 points
Increases the bleed damage done by your Rend ability by 35%.

Improved Charge - 2/2 points
Increases the rage generated by your Charge ability by 6.

Tactical Mastery - 5/5 points
You retain up to 25 of your rage points when you change stances.

Improved Overpower - 1/2 point
Increases the critical strike chance of your Overpower ability by 25%.

Deep Wounds - 3/3 points
Your critical strikes cause the opponent to bleed, dealing 60% of your weapon's average damage over 12 seconds.

Anger Management - 1/1 point
Reduces your rage decay by 30%.

Impale - 2/2 points
Increases the critical strike damage done by your abilities in Battle, Defensive, and Berserker stance by 20%.

Mace Specialization - 5/5 points
Gives you a 6% chance to stun your target with a mace.

Fury Talents (14 points)

Cruelty - 5/5 points
Increases your chance to get a critical strike with melee weapons by 5%.

Unbridled Wrath - 5/5 points
Gives you a 40% chance to generate an additional Rage point when you deal melee damage.

Enrage - 4/5 points
Gives you a 32% melee damage bonus for 4 swings any time you are the victim of a critical strike.

Protection Talents (12 points)

Anticipation - 5/5 points
Increases your defense skill by 10.

Toughness - 5/5 points
Increases your armor value from items by 10%.

Improved Taunt - 2/2 points
Increases the effectiveness of your Taunt ability by 20%.

I particularly like enrage because enemies (mobs and players alike) seem to crit quite frequently. This gives the one handed non MS using Warrior a decent boost to damage, and the only thing he has to sacrifice to get it is either 5% in blocking, or 5% in deflection. You can also sacrifice the +10 to defense (I'm not sure how effective that really is) and pickup the 5% chance to block again.

I also included mace over axe (which can obviously be changed into whatever weapon the Warrior deems fit) due to the fact that charge is no longer usable in battle, and it has proc'd several times for my lowbie Warrior on mobs of similar levels. The duration of the stun is roughly 4 seconds and now that Flurry has been moved down the Fury tree so far, I'm not certain if i think the impale/deep wounds talents are good enough to compensate for the lack of damage being taken for roughly 4 seconds. As I said though, which weapon talent chosen is purely up to the Warrior at hand, as they are pretty much all the same level.
