It works both sides - Alliance and Horde.
Add to the list Chamcham and Zinae from The Bloodwinter Clan. During a PvP battle in Felwood everyone is moving normally except these two. Popping over the area and Alliance players getting 'Out of Range' messages.
Honestly though this comes as no suprise from BWC whatsoever.
